Local laws are also limited as the FAA is the sole regulator of air traffic, so your town can’t outlaw flying drones, they can only outlaw launching them. There are no mandatory tests to purchase one, only does getting the FAA Part 107 drone pilot certificate, for commercial use is required in the US and other major countries.
